What is an 80% Lower?

5D Tactical - 27th Oct 2020

An 80% lower is a lower receiver that has not reached the final stage of the machining process and is therefore not considered a firearm by the ATF. This means that the fire control cavity is solid and there are no holes for the safety selector, trigger, or hammer pins. 80% lowers are available for the AR15, AR10, and AR9 platforms. 80% Glock compatible pistols are also growing in popularity.

Due to the fact that 80% lowers are only partially completed, you must complete it on your own. Completing your lower receiver does not require any extensive machining knowledge or fancy tools. 80% lowers are completed using a jig and a drill, drill press, or router.

How is an 80% lower different from a stripped lower?

A significant difference between an 80% lower and a stripped lower is that a stripped lower is considered a firearm, while an 80% lower is not. This is due to the fact that a stripped lower has the ability to function as a firearm with as little as a lower parts kit installed. This also means that a stripped lower has a machined fire control group cavity, and holes for the safety selector, trigger pin, and hammer pin.

Who can own an 80% lower?

Since 80% lowers are not considered firearms, they are not regulated by the Gun Control Act and you do not need to use an FFL to purchase one. For the majority of the United States, building a firearm from an 80% lower is perfectly legal. As long as you are legally able to possess firearms, you are able to possess an 80% lower firearm. It is important to note that the legality of an 80% lower AR15 varies by state. There are some states in which firearms built from 80% lowers are either banned or highly regulated.

Why buy an 80% lower?

An 80% lower is a great option for those wanting a truly customizable firearm. You have control over each stage in the machining process, and can choose everything from the drill used, to the coating color, to the lower parts kit. Additionally, you do not need an FFL to purchase an 80% lower receiver, meaning that it can be shipped directly to your home. Purchasing an 80% lower is a quicker and more streamlined process than purchasing a stripped lower or a completed AR15, especially if you live in a state with a waiting period. There are also no additional fees that are typically associated with purchasing a completed firearm or stripped lower.
