|On July 22, 2016 California Legislators passed Assembly Bill No. 857 which applies in part to 80% lower receivers. The bill states:
"This bill would, commencing July 1, 2018, and subject to exceptions, require a person who manufactures or assembles a firearm to first apply to the department for a unique serial number or other identifying mark, as provided. The bill would, by January 1, 2019, and subject to exceptions, require any person who, as of July 1, 2018, owns a firearm that does not bear a serial number to likewise apply to the department for a unique serial number or other mark of identification. The bill would, except as provided, prohibit the sale or transfer of ownership of a firearm manufactured or assembled pursuant to these provisions. The bill would prohibit a person from aiding in the manufacture or assembly of a firearm by a person who is prohibited from possessing a firearm. The bill would make a violation of these provisions a misdemeanor. By creating a new crime, this bill would impose a state-mandated local program."

|What is an 80% lower receiver?|
|The term 80% lower receiver, also referred to as "receiver blank", "ghost gun", "80% lower", refers to an unfinished receiver that has not yet
reached a stage of manufacture that meets the definition of firearm
frame or receiver according to the Gun Control Act of 1968. Generally, the receiver blank has all the finished dimensions of a completed lower receiver, but requires the fire control group pocket, safety selector hole, hammer and trigger pin holes be finished. As 80% lowers are not considered firearms, they can be purchased and shipped directly to your home without an FFL transfer. It is not until the receiver has been modified from its original state and/or finished that it is considered a firearm. Finishing an
80% lower is fast, easy, fun and can be completed with common hand tools in conjunction with the use of our AR-15 and AR-308 Router Jig Products.
Is all this legal? Yes! From the ATF: "Individuals manufacturing sporting-type firearms for their own use need not hold Federal Firearms Licenses." Additionally, a serial number is not required to be applied to the firearm once complete, although it is recommended for in the event the firearm is lost or stolen. A serial number must only be applied if the firearm is to be sold or transferred*. As the firearm does not bear a serial number, in most states firearm registration is not required, thereby keeping your homemade firearm off the grid if you so choose.
